Ominato, in Mutsu City, Aomori Prefecture, has a long history as an important maritime and defense base in northern Japan. Its development as a military port began in 1902, when the former Imperial Japanese Navy Ominato Torpedo Squadron was established here.
After the end of World War II, the Japan Maritime Self-Defense Force Ominato District was established in the area. It continues to serve as an important maritime base in northern Japan today.
Historic naval buildings and infrastructure from the Meiji and Taisho periods can still be found throughout Ominato. Because of this surviving heritage, the area has been developed as “Kita no Sakimori Ominato,” meaning “Ominato, the Northern Defender.” The district provides visitors with an opportunity to explore an important chapter of Japan’s modern maritime history.
One of the central attractions is Suigenchi Park, where the Former Ominato Water Source Water Supply Facilities remain. Built in 1902, the stone waterworks represent one of the earliest examples of modern water-supply infrastructure in the Tohoku region and have been designated an Important Cultural Property of Japan.
One particularly interesting structure is the Chinjōchi Weir, a gravity arch-style dam. Few examples of this type of historic civil engineering remain today, making the structure valuable not only as a piece of military history but also as an example of Japan’s early modern engineering.
The Hokuyokan was built in 1916 as a social facility for former naval officers. Today, it serves as a museum displaying valuable materials related to the history of Ominato, from the Imperial Japanese Navy period through the modern Maritime Self-Defense Force era.
Another historic building, Niban-kan, makes use of officers’ housing constructed in 1915. The building has been preserved as a designated tangible cultural property of Mutsu City and is now used as a space for cultural exchange.
Andokan is a tourist and cultural exchange center that opened in 2015. Its design was inspired by the former headquarters of the Imperial Japanese Navy Ominato Naval Base.
The center provides tourist information, a shop selling naval and Maritime Self-Defense Force-related goods, a dining area featuring local ingredients, and spaces for visitors to relax and interact.
Andokan also serves as a base for walking tours led by volunteer guides. For visitors who are unfamiliar with Ominato’s history, joining a guided walk can be an informative way to discover the historic buildings and stories scattered throughout the district.
Next to Andokan is the observation tower known as Kaibokukan, or the “Sea View Hall.” Standing at approximately 55 meters above sea level, the observation deck provides expansive views over Mutsu Bay.
From here, visitors can see Maritime Self-Defense Force vessels in the harbor and the distinctive sand spit of Ashizaki. On clear days, the panorama extends toward the Hakkoda Mountains and in the direction of Cape Shiriyazaki.
The scenery changes throughout the day, and the observation facility is also illuminated at night, creating a different atmosphere after sunset.
Ominato’s history can also be experienced through its local food culture. Two specialties associated with the area are Ominato Navy Croquettes and Ominato Maritime Self-Defense Force Curry.
Ominato Navy Croquettes are based on recipes associated with the former Imperial Japanese Navy. The traditional style uses beef tallow for frying, recreating a distinctive flavor associated with naval cooking during the Meiji period.
The dish is also said to have originated in Ominato, making it a local specialty with a strong connection to the area’s naval heritage.
Ominato Maritime Self-Defense Force Curry reflects a different part of the area’s military food culture. Individual Maritime Self-Defense Force units have their own curry recipes, and curry has traditionally been served as a familiar Friday meal.
Trying one of these local curry dishes provides visitors with a simple and enjoyable way to experience a food tradition connected to the daily life of the maritime forces.
Kita no Sakimori Ominato brings together modern Japanese history, historic architecture, maritime scenery, and local cuisine. Visitors can explore early modern waterworks, learn about Ominato’s naval history, admire ships and Mutsu Bay from the observation deck, and sample dishes inspired by the area’s military traditions.
