Rinku Town is a modern waterfront district located across from Kansai International Airport, one of the major gateways to Japan and the world. The area offers a wide variety of hotels, restaurants, shopping facilities, entertainment venues, parks, and beaches, making it a convenient destination for both travelers and local residents.
Among its major attractions is the Rinku Gate Tower Building, which houses hotels and restaurants; Rinku Premium Outlets, where visitors can shop for popular Japanese and international brands at attractive prices; and Rinku Pleasure Town SEACLE, a large commercial complex directly connected to Rinku Town Station and featuring an 85-meter-high Ferris wheel as its landmark.
The area also includes Rinku Park, a green waterfront park ideal for walking and relaxing, as well as Southern Beach and Marble Beach, where visitors can enjoy the seaside during the appropriate season.
Developed in 1994 in conjunction with the opening of Kansai International Airport, Rinku Town was envisioned as a “city for creating lifestyles” that integrates living, dining, learning, shopping, and recreation. Today, it serves as an international meeting place visited by travelers from around the world.
Rinku Town stretches along the coast across parts of Izumisano City, Tajiri Town, and Sennan City in Osaka Prefecture. It was developed as a secondary urban center adjacent to Kansai International Airport.
The name “Rinku” comes from the Japanese expression “rinku” (臨空), meaning an area facing or overlooking an airport. Planning began during the 1980s and continued into the early 1990s.
The original development plan envisioned an ambitious new city influenced by Japan’s economic bubble. After the bubble economy collapsed, some of the plans were scaled back. Today, Rinku Town combines a diverse collection of commercial, residential, industrial, and recreational facilities with abundant greenery.
The area known collectively as Rinku Town has different official place names depending on the municipality.
In Izumisano City, parts of the district are called Rinku Ourai-kita and Rinku Ourai-minami. In Tajiri Town, the corresponding areas are known as Rinku Port-kita and Rinku Port-minami. In Sennan City, the area is called Rinku Minamihama.
The origins of Rinku Town date back to 1978, when planning began for land reclamation on the opposite shore of what was then called the New Kansai International Airport project.
During the 1980s, Osaka Prefecture developed a land-use plan, followed by seawall construction and land reclamation work.
During Japan’s economic bubble, the original vision called for the construction of more than 50 high-rise buildings, department stores, and other large-scale urban facilities.
Following the collapse of the bubble economy, however, the development plan was substantially reduced. Some major buildings were completed, including the Rinku Gate Tower Building, while other parts of the original vision were scaled back.
In 2001, Osaka Prefecture revised its development strategy, including measures such as reducing land-sale prices and strengthening policies to attract businesses.
These efforts helped bring a succession of large commercial facilities and industrial developments to the area. Residential development, including high-rise housing, has also progressed.
Rinku Premium Outlets is a major shopping destination where visitors can find a wide selection of Japanese and international brands.
Rinku Pleasure Town SEACLE is a large commercial complex directly connected to Rinku Town Station. Its attractions include an 85-meter Ferris wheel and an experience-based theme park where visitors can enjoy activities inspired by different professions.
AEON Mall Rinku Sennan is a large shopping complex popular with local residents and visitors alike, offering shopping and everyday services in one convenient location.
Rinku Park is a spacious waterfront park filled with greenery. It is an ideal place for taking a leisurely walk, enjoying a picnic, or simply relaxing beside the sea.
Marble Beach is known for its distinctive shoreline covered with smooth white marble stones. The bright stones and waterfront scenery create an attractive seaside landscape.
Rinku Minamihama Beach, also known as Tarui Southern Beach, is a popular seaside destination that becomes lively with visitors during the summer swimming season.
Because Rinku Town is located directly beside Kansai International Airport, the area has a wide range of accommodation options, making it convenient for travelers arriving in Osaka, departing from the airport, or planning a short stay near the airport.

Development in Rinku Town continues with a focus on integrating industry, tourism, and healthcare. Osaka Prefecture has promoted concepts such as an international medical exchange hub and a Cool Japan Front, with the aim of further strengthening the area’s appeal and international presence.
By 2019, all available development plots had been contracted, accelerating efforts to revitalize the district as a whole.
