Tenguyama Observatory is a scenic viewpoint near the summit of Mount Tengu in Otaru, Hokkaido. Rising approximately 532–533 meters above sea level, Mount Tengu offers sweeping views of Otaru, the Sea of Japan, and Ishikari Bay.
A ropeway connects the mountain’s base with the summit, taking approximately four minutes. At the summit station, visitors can also explore attractions including the Ski Museum, Tengu Museum, and Ezo Squirrel Park.
During the day, the observatory provides a broad panorama extending across Otaru and Ishikari Bay. The Shakotan Peninsula can be seen to the left, while the Yubari Mountains stretch into the distance on the right. At sunset, the view becomes especially beautiful as the sun sinks over the Sea of Japan.

The view is widely recognized as one of Hokkaido’s Three Great Night Views. The combination of Otaru’s compact cityscape, the sea, and the surrounding mountains gives the nighttime scenery a distinctive character.
The Tenguyama Ropeway provides an easy and enjoyable way to reach the summit. The approximately four-minute ride offers changing views of Otaru and the surrounding landscape as the ropeway climbs the mountain.
The scenery varies dramatically throughout the year. Fresh greenery appears in spring, lush forests surround the mountain in summer, autumn brings colorful foliage, and winter covers the slopes in snow.
Mount Tengu is more than a viewpoint and can be enjoyed throughout the year. In winter, Tenguyama Ski Resort attracts skiers and snowboarders, while the snow-covered landscape provides a completely different perspective of Otaru.

The summit area offers several attractions in addition to the observatory. Visitors can learn about the history of skiing at the Ski Museum, while the Tengu Museum introduces the legendary tengu figures associated with Japanese folklore.
The Ezo Squirrel Park is another popular attraction, offering visitors an opportunity to observe these small native squirrels in a natural-looking setting.
Restaurants and cafés provide places to relax while enjoying local food, sweets, and drinks. Souvenir shops also offer Hokkaido and Otaru specialties, making the summit a convenient stop during a sightseeing trip.
